steel pole, at least 2 bags of quick set concrete, and locate the sign where a misguided vehicle would have trouble shearing it off.
If you bolt the sign to the steel pole, use Loctite 262 (permanent thread locker on 1/4 diameter threads or smaller, nearly permanent on 5/16ths and larger) ...or tack weld them, so they can't just be easily torqued off. Carriage bolts are highly recommended. Stay away from the galvanized ones if you plan on tack welding - the fumes are toxic.
